  "text": "A traffic cone shall consist of a device which—\n(a) complies with the requirements of regulation 44(1) of the 1994 Regulations; and\n(b) is of the size, colour and type of the traffic sign shown in diagram 7101 in Schedule 12 to the 1994 Regulations.",
