  "text": "In this Order—\n“fire and rescue function” means a function which—\n(a) was entrusted to the Secretary of State for Communities and Local Government immediately before 5th January 2016, and\n(b) has been entrusted to the Home Secretary before the making of this Order;\n“the Home Secretary” means the Secretary of State for the Home Department;\n“instrument” includes Royal Charters, Royal Warrants, Orders in Council, Letters Patent, judgments, decrees, orders, rules, regulations, schemes, bye-laws, awards, licences, authorisations, consents, approvals, contracts and other agreements, memoranda and articles of association, certificates, deeds and other documents.",
