  "long_title": "This Order brings into operation those provisions of Part V of the Transport Act 1968 relevant to operators' licensing (so far as not previously brought into operation) in relation to vehicles used by the Post Office (on 30th November 1970) and to the use of farmers' goods vehicles (on 1st March 1971). The Order also brings into operation (on 1st December 1970) certain provisions of the said Act of 1968 which relate to the amendment and repeal of certain statutory provisions (in particular, those of the Road Traffic Act 1960 which relate to carriers' licensing) and to the making of regulations for the repayment of fees and certain transitional provisions, being (in each case) provisions consequential on the operation of the provisions of the Act relevant to operators' licensing.",
