  "text": "This Order brings into force certain of the provisions of the Transport Act 1978 as follows:—\n(a) the provisions specified in Schedule 1 to the Order on 1st September 1978, and\n(b) the provisions specified in Schedule 2 to the Order on 1st November 1978.\nEach Schedule states the subject matter of each provision specified in it.",
