The Minister of Transport, (hereinafter referred to as “the Minister”) in exercise of the powers conferred by section 70(5) and (6) of the Transport Act 1980 (hereinafter referred to as “the 1980 Act”) and of all other enabling powers, hereby makes the following Order:—
