  "text": "The 1st November 1982 is hereby appointed as the day on which the following provisions of the Transport Act 1981 come into force, namely—\nSection 19,\nSection 20,\nSchedule 7,\nSchedule 9, paragraphs 2, 4, 5, 6, 7, 8, 9, 10, 11, 13 and 15,\nSchedule 12, Part III, the items relating to sections 93(3) and (5) and 177(2) of the Road Traffic Act 1972.\nSection 30(1) and (2) so far as it relates to the above provisions.",
