  "text": "Paragraph 2 of Schedule 3 (Secretary of State’s preliminary consideration of applications for harbour revision or empowerment orders) is repealed; and accordingly in paragraph 3 of that Schedule—\n(a) for the words from the beginning to “allowed to proceed there is substituted “ Where an application for a harbour revision order has been duly made to the Secretary of State ”;\n(b) for “further steps there is substituted “ any steps (otherwise than under this paragraph) ”; and\n(c) in paragraph (d) for “be contemporaneously there is substituted “ and within such time as may be so specified, be ”.",
