  "text": "The 1st November 1982 is hereby appointed as the day on which the following provisions of the Transport Act 1982 come into force, namely:—\nSections 16, 58, 60, 61, 68, 70 and 72 (so far as it relates to sections 53 and 54).\nSchedule 5, paragraphs 25 and 26;\nSchedule 6 insofar as it relates to section 72(2) and (4) of the Road Traffic Regulation Act 1967.",
