  "text": "In section 12 of the 1981 Act (PSV operator’s licence), for subsection (1) there shall be substituted the following subsection—\n“(1) A public service vehicle shall not be used on a road for carrying passengers for hire or reward except under a PSV operator’s licence granted in accordance with the following provisions of this Part of this Act.”.",
