  "text": "(1) The tribunal shall consist of—\n(a) a president and two or more chairmen appointed by the Lord Chancellor (referred to below in this Schedule as judicial members); and\n(b) two or more other members appointed by the Secretary of State.\n(2) The president of the tribunal shall be—\n(a) a person who satisfies the judicial-appointment eligibility condition on a 7-year basis; or\n(b) an advocate or solicitor in Scotland of at least 7 years’ standing.\n(2A) Each chairman shall be—\n(a) a person who satisfies the judicial-appointment eligibility condition on a 5-year basis; or\n(b) an advocate or solicitor in Scotland of at least 5 years’ standing.",
