  "text": "(1) “Road passenger transport service” means—\n(a) a local service, so far as operating in England;\n(b) a domestic coach service, so far as operating in England; or\n(c) a tramway passenger service, so far as operating in England.\n(2) But a service is not a “road passenger transport service” if—\n(a) it is an excursion or tour; or\n(b) it is provided in a public service vehicle used under a permit granted under section 19.\n(3) “Road passenger transport facility” means a facility in England for road passenger transport services.\n(4) This section has effect for the purposes of this Part.",
