  "text": "CIVIL AVIATION\nMade 21st February 2001\nLaid before Parliament 22nd February 2001\nComing into force 1st April 2001\nThe Secretary of State for the Environment, Transport and the Regions in exercise of the powers conferred by section 77(5) of the Transport Act 2000, after consultation as required by section 103(11) of that Act with the Civil Aviation Authority (there being at the time when this Order is made no holders of licences under Chapter I of Part I of that Act), hereby makes the following Order:",
