  "text": "The following provisions of the Act shall come into force on 15th October 2005:\nSection 223;\nSection 274, in so far as it relates to the provisions of Schedule 31 of the Act brought into force by this Order; and\nThe entry in Part 4 of Schedule 31 relating to section 129 of the Railways Act 1993.",
