  "text": "(1) In this Schedule “relevant scheme” means a charging scheme or licensing scheme under this Part.\n(2) In this Schedule—\n(a) “the relevant authority”, in relation to a relevant scheme made by one authority, means the authority by which the scheme is made, and\n(b) “the relevant authorities”, in relation to a relevant scheme made jointly by more than one authority, means the authorities by which the scheme is made.",
