  "text": "While an air traffic administration order is in force in relation to an existing licence company anything which the company is permitted or required to do—\n(a) by paragraph 3 or 10, or\n(b) in consequence of any provision of a scheme,\nis effective only if it is done on the company’s behalf by its air traffic administrator.",
