  "text": "(1) The Secretary of State may issue guidance concerning the carrying out by local transport authorities whose areas are in England and local highway authorities of their functions under this Part in relation to advanced quality partnership schemes.\n(2) Those authorities and councils must have regard to any such guidance.",
