  "heading": "Regulations about plans and schemes",
  "text": "(1) The Secretary of State may by regulations make further provision with respect to—\n(a) the procedure to be followed when making, varying or revoking enhanced partnership plans or schemes,\n(b) the content or operation of schemes which include a requirement falling within section 138C(1),\n(c) the local services or classes of local services which must be, or may be, excluded from schemes,\n(d) the making of traffic regulation orders in connection with schemes, and\n(e) such other incidental matters in connection with schemes as the Secretary of State thinks fit.\n(2) The regulations may in particular make provision with respect to—\n(a) giving notice of proposed schemes or proposed variations or revocations of enhanced partnership plans or schemes,\n(b) objections to such proposals,\n(c) modifications of such proposals,\n(d) the form of plans, schemes or variations, and\n(e) giving notice of plans or schemes which have been made or of the variation or revocation of plans or schemes.",
