  "text": "Notwithstanding anything in section 48, the Holding Company may, and if so required by the Ministry shall, make payments by way of grants, loans or otherwise to the railway undertaking to meet—\n(a) any deficit in the revenue account of the undertaking;\n(b) any capital expenditure incurred or to be incurred by the undertaking.",
