  "text": "In this Act—\n“the 1980 Act” means the Highways Act 1980 (c. 66);\n“the 1998 Act” means the Private Hire Vehicles (London) Act 1998 (c. 34);\n“the 1999 Act” means the Greater London Authority Act 1999;\n“enactment” includes any instrument made under an Act;\n“local authority” means—\n(a) a London borough council; or\n(b) the Common Council of the City of London;\n“Mayor” means the Mayor of London;\n“subsidiary” has the meaning given by section 1159 of the Companies Act 2006 (c. 46); and\n“TfL” means Transport for London.",
