  "text": "(1) Paragraph 7 of Schedule 17 to the 1999 Act shall be amended as follows.\n(2) For sub-paragraph (1) substitute—\n“(1) A person shall, if required to do so by an authorised person, give his name and address to him if—\n(a) he is required by the authorised person to pay a penalty fare, or\n(b) he would be liable to pay a penalty fare if so required by the authorised person.”.",
