The Secretary of State for the Environment makes this Order in exercise of powers conferred by section 53(1) of the Transport Act 1968, as amended by section 1(3) of the Transport Holding Company Act 1972, and now vested in himf1, and of his powers under section 1(6) and section 2(6) of the said Act of 1972, and of all other enabling powers;—
