  "text": "In regulation 2—\n(a) after the definition of “the 1992 Act” there is inserted—\n““combined authority” means a body which is specified in paragraph (aa), (ab), (ac), (ad) or (ae) of regulation 3;”;\n(b) in the definition of “council concerned” for paragraph (c) there is substituted—\n“(c) in relation to a combined authority means a council which is a constituent council of that authority by virtue of the order under which that authority was established;”; and\n(c) the following definition is inserted after the definition of “relevant Act”—\n““relevant expenditure” has the meaning given by regulation 4(1B);”.",
