  "text": "(1) The Scottish Ministers may make regulations requiring charging schemes to contain provision for or in connection with—\n(a) exemptions from charges; or\n(b) the application of reduced rates of charges.\n(2) No part of a road shall be subject to charges imposed by more than one charging scheme at the same time.",
