  "text": "(1) The Scottish Ministers may by regulations make further provision about the functions of authorised persons in relation to inspections.\n(2) Regulations under subsection (1) may, in particular, make provision—\n(a) conferring powers on an authorised person,\n(b) specifying requirements with which an authorised person must comply.",
