  "text": "(1) The Scottish Ministers may by regulations make provision for or about the approval of devices to be used for or in connection with the operation of a low emission zone scheme.\n(2) A device may not be used for or in connection with the operation of a low emission zone scheme if—\n(a) regulations under subsection (1) make provision for or about the approval of that type of device, and\n(b) the device is not of a type approved by virtue of the regulations.",
