  "text": "(1) The Scottish Ministers may by regulations make provision for or about the keeping of accounts by local authorities in connection with the exercise of functions under this Part.\n(2) Regulations under subsection (1) may, in particular—\n(a) specify the form and content of accounts,\n(b) require the publication of accounts, and specify the manner in which they must be published,\n(c) make provision for how accounts are to be prepared and kept where two or more authorities are acting jointly in respect of a workplace parking licensing scheme.",
