  "text": "In rule 17(2) (withdrawal)—\n(a) at the end of sub-paragraph (a) omit “or”;\n(b) after paragraph (2)(b) insert—\n“; or\n(c) where a local authority notifies the Tribunal before the expiry of the time limit for submitting a response that it will not oppose the appeal in a special educational needs case.”;\n(c) after paragraph (6) insert—\n“(7) Where a local authority has notified the Tribunal before the expiry of the time limit for submitting a response that it will not oppose the appeal in a special educational needs case, the notice under paragraph (6) must state the date on which the Tribunal was so notified.”",
