  "text": "In rule 1(3) (definitions)—\n(a) in the definition of “respondent”—\n(i) for paragraph (a) substitute—\n“(a) in an appeal against an order made by a justice of the peace, the person who applied to the justice of the peace for the order;”;\n(ii) for paragraph (c) substitute—\n“(c) in proceedings on a claim brought under paragraph 3 of Schedule 17 to the Equality Act 2010 (disabled pupils: enforcement)—\n(i) the local authority or the governing body, where the school concerned is a maintained school;\n(ii) the proprietor, where the school concerned is an independent school;”\n(iii) omit paragraph (d);\n(b) in the definition of “special educational needs case”, after paragraph (a) omit “or” and insert—\n“(aa) a detained person’s EHC needs assessment within the meaning of section 70(5) of the Children and Families Act 2014, or”.",
