  "text": "In rule 10 (orders for costs) in paragraph (3)—\n(a) omit “or” at the end of sub-paragraph (d);\n(b) insert “; or” at the end of sub-paragraph (e); and\n(c) after sub-paragraph (e) insert—\n“(f) if, in a financial sanctions case, the Upper Tribunal considers that the decision to impose or uphold a monetary penalty in respect of which the appeal was made was unreasonable.”.",
