  "text": "(1) Subsection (2) applies for the purposes of—\n(a) a review under section 43,\n(b) an appeal under section 46 or 48.\n(2) The Scottish Ministers may by regulations make provision extending any reference to a party in a case so that it also includes a person falling within a specified description.",
