  "text": "(1) The President of Tribunals may issue directions as to the practice and procedure to be followed in proceedings at—\n(a) the First-tier Tribunal,\n(b) the Upper Tribunal.\n(2) A Chamber President in the First-tier Tribunal may issue directions as to the practice and procedure to be followed in proceedings in the chamber over which the Chamber President presides.\n(3) A Vice-President of the Upper Tribunal may issue directions as to the practice and procedure to be followed in proceedings in the division over which the Vice-President presides.\n(4) Directions under subsection (2) or (3) may not be issued without the approval of the President of Tribunals.",
