  "text": "Where the Department knows or suspects that any animal is affected, it may, for the purposes of preventing the spread of disease notify—\n(a) any veterinary surgeon treating that animal; and\n(b) any person who keeps animals which are substantially at risk of becoming infected with disease by that animal or any animal on the holding on which that animal is maintained.",
