Section 23 (slavery and trafficking risk orders) is amended as follows.

In subsection (1), for paragraph (d) substitute—

“(ca)
if it appears that an offence under this Part which is a labour market offence has been, is being or may be committed, the Secretary of State.”

In subsection (6)—

(a)

for “Gangmasters and Labour Abuse Authority” substitute “Secretary of State”;

(b)

for “the Authority” substitute “the Secretary of State”.

In subsection (7)(b)—

(a)
