In exercise of the powers conferred on the Secretary of State by sections 28(1), (2), (3), (6), (9) and (12), 29(3), (5) and (8), 33(4), 138(7) and (8) and 144(1) of, and paragraph 5 of Schedule 4, paragraph 5 of Schedule 5, paragraphs 2, 3, 4 and 5 of Schedule 6, paragraphs 2, 3, 5, 7, 8 and 9 of Schedule 7 and paragraphs 5 and 6 of Schedule 23 to, the School Standards and Framework Act 1998f1 and of all other powers enabling him in that behalf, the Secretary of State for Education and Employment hereby makes the following Regulations:
