  "text": "Section 5 of the National Debt Act 1889 applies in relation to eligible Treasury bills with the following modifications–\n(a) for “Treasury bills”, substitute, “The record (whether or not in the form of a document) containing the terms of an eligible Treasury bill”;\n(b) for “be impressed or affixed by machinery or otherwise”, substitute “appear in the record”.",
