  "text": "(1) Any power to make regulations under this Act is exercisable by statutory instrument.\n(2) Any power to make regulations under this Act includes power—\n(a) to amend, repeal or otherwise modify legislation;\n(b) to make different provision for different purposes;\n(c) to make supplementary, incidental, consequential, transitional, transitory or saving provision (including provision made in reliance on paragraph (a)).\n(3) This section does not apply to regulations under section 59(3).",
