  "text": "UNITED NATIONS\nMade 11th December 2001\nLaid before Parliament\nLaid before the Scottish Parliament 12th December 2001\nComing into force 14th December 2001\nAt the Court at Buckingham Palace, the 11th day of December 2001\nPresent,\nThe Queen’s Most Excellent Majesty in Council\nWhereas under Article 41 of the Charter of the United Nations the Security Council of the United Nations, by resolutions adopted on 8th November 1994, 30th April 1998 and 30th November 2000, called upon Her Majesty’s Government in the United Kingdom and all other states to apply certain measures to give effect to certain decisions of that Council in relation to Rwanda:\nNow, therefore, Her Majesty, in exercise of the powers conferred on Her by section 1 of the United Nations Act 1946, is pleased, by and with the advice of Her Privy Council, to order, and it is hereby ordered, as follows:—",
