  "text": "SOCIAL SECURITY\nMade 6th January 2026\nLaid before Parliament 8th January 2026\nComing into force 29th January 2026\nThe Secretary of State makes these Regulations in exercise of the powers conferred by section 42(1) to (3) of, and paragraphs 1(1) and 4(1) and (2) of Schedule 6 to, the Welfare Reform Act 2012.\nIn accordance with section 173(1)(b) of the Social Security Administration Act 1992, the Social Security Advisory Committee has agreed that the proposals in respect of these Regulations should not be referred to it.\nIn respect of regulation 2(1) and (2), in accordance with section 176(1)(a) of the Social Security Administration Act 1992, the Secretary of State has consulted with organisations appearing to the Secretary of State to be representative of the authorities concerned.",
