  "text": "PUBLIC PROCUREMENT\nMade 4th July 2001\nLaid before Parliament 5th July 2001\nComing into force 26th July 2001\nThe Treasury, being designated for the purposes of section 2(2) of the European Communities Act 1972 in relation to public procurement, in exercise of the powers conferred upon them by the said section 2(2) and of all other powers enabling them in that behalf, hereby make the following Regulations:",
