  "text": "PUBLIC PROCUREMENT\nMade 20th November 1996\nLaid before Parliament 21st November 1996\nComing into force 12th December 1996\nThe Treasury, being designated for the purposes of section 2(2) of the European Communities Act 1972 in relation to public procurement, in exercise of the powers conferred upon them by the said section 2(2) and of all other powers enabling them in that behalf, hereby make the following Regulations—",
