  "text": "(1) These Regulations apply whenever a utility seeks offers in relation to a proposed supply, works or Part A services contract other than a contract excluded from the operation of these Regulations by regulation 6, 7, 8 or 10 below.\n(2) Whenever a utility seeks offers in relation to a proposed Part B services contract other than one excluded by virtue of regulation 6, 7, 8 or 10 below, Part I (General) and Part VII (Applications to the court) apply but only the following provisions in Parts II to VI apply—\nregulation 12 (Technical specifications in contract documents)\nregulation 23 (Contract award notice)\nregulation 27(2) (Statistical and other reports)\nregulation 28 (Responsibility for obtaining reports)\nregulation 29 (Publication of notices).",
