  "text": "(This note is not part of the Order)\nArticle 2 of this Order adds human papillomavirus to the diseases to which the Vaccine Damage Payments Act 1979 applies. Article 3 modifies the condition of entitlement in section 2(1)(b) of that Act so that it is not a condition in relation to human papillomavirus that the vaccinated person was under eighteen at the time the vaccination was given or that there was an outbreak of the disease within the United Kingdom or Isle of Man at that time.\nA full impact assessment has not been prepared for this Order as it has no impact on the private and voluntary sectors.",
