  "text": "In the event of any difference arising between the constituent authorities of a board as to the true intent and meaning, or the due implement, of any provisions of this Order, such difference shall (if it cannot be resolved between the constituent authorities) be referred to the Secretary of State and his decision shall be final and binding upon those authorities.",
