The Scottish Ministers, in exercise of the powers conferred by section 7B(2)(a) of the Valuation and Rating (Scotland) Act 1956^f1 and paragraph 4(2B)(c) of Schedule 2 to the Local Government and Rating Act 1997^f2 and of all other powers enabling them in that behalf, hereby make the following Order:
