  "text": "In rule 4 (Composition of tribunals)—\n(a) in paragraph (1) for “and (4)” substitute “, (4) and (5)”;\n(b) for paragraph (3) substitute—\n“(3) Any proceedings may, with the consent of the parties, be considered and determined—\n(a) in the absence of any one member other than the chairman; or\n(b) by the chairman alone,\nwhether or not the parties have subsequently withdrawn their consent.”; and\n(c) after paragraph (4) insert—\n“(5) In relation to an appeal under regulation 18(1) of the 2017 Regulations, rule 4(1)(b) does not apply.”.",
