  "text": "After regulation 27(4) (notice of hearing) of the NDR Regulations insert—\n“(5) Where a hearing is requested under regulation 25A(2) and the hearing is postponed, the clerk must inform parties to the proceedings if the valuation tribunal is of the view that parties to the proceedings can come to an agreement.”",
