The Welsh Ministers, in exercise of the powers conferred by sections 140(4) and 143(1) and (2) of, and paragraphs 1, 5(1), 8(1), (2), (3) and (6) of Schedule 11 to, the Local Government Finance Act 1988, make the following Regulations:
