  "text": "COUNCIL TAX, ENGLAND\nRATING AND VALUATION, ENGLAND\nMade 18th February 2000\nLaid before Parliament 25th February 2000\nComing into force 17th March 2000\nThe Secretary of State for the Environment, Transport and the Regions, in exercise of the powers conferred on him by section 143(2) of, and paragraphs 1 and 5 of Schedule 11 to, the Local Government Finance Act 1988, and of all other powers enabling him in that behalf, hereby makes the following Regulations:",
