Coming into force 17th March 2000
The Secretary of State for the Environment, Transport and the Regions, in exercise of the powers conferred on him by section 143(2) of, and paragraphs 1 and 5 of Schedule 11 to, the Local Government Finance Act 1988, and of all other powers enabling him in that behalf, hereby makes the following Regulations:
