  "text": "VALUE ADDED TAX\nMade 10th October 1997\nLaid before the House of Commons 10th October 1997\nComing into force 1st November 1997\nThe Commissioners of Customs and Excise, in exercise of the powers conferred on them by section 58 of, and paragraph 2(6) of Schedule 11 to, the value Added Tax Act 1994 and off all other powers enabling them in that behalf, hereby make the following Regulations:",
